I want to lock my fps at 30. Right now my 360 looks to run it smoother since fps are locked and same at 30.
I get around 30-50 fps jumps up and down all time. So im wondering how to lock it at 30.
Help is there way to lock fps at 30

Yes.
If ATI, go into Catalyst Control Center and go into the monitor tab. Set maximum refresh rate at 30hz, and then force vertical sync (either ingame or in CCC itself). If nVidia, go into nVidia Control Panel, "Change resolution" tab, and change the refresh rate to 30hz. Then go into "Manage 3D settings" and force vertical-sync on (or do it ingame). You may need to change your resolution to a lower one since 1920x1080p only does 50hz and 60hz, whereas 1920x1080i can do 30hz. Doing this will lock or cap your framerate at the current refresh rate of your monitor.
If you use ATI, I apologize if my instructions are not accurate. I've never used ATI/AMD so I don't know the exact tab names.

With NVIDIA, turn V-Sync ON. Simple as that.
