How? I compleed all the quests that I care to complete but I am still being told to go do other stuff and come back when ready.. The quest updates show that the dwarf is still preparing.

In theory, you should be able to trigger it when you have the map and the 50g. However, you should know that the expedition is big plot turning point, so the game might require that some of the other plotlines advance to a certain point.
