The Arishok duel?
I am now in Act 3 and she still can't be a party member, like she is still gone. But in the cutscene when I was dealing with the Arishok, she came back with the Relic. Where is she now? Does she come back at some point?
Where did Isabela go after...

Odd. What did you select during the dialogue? Did you say that you duel for her? Might want to reload or smth. Or maybe you need to go to Hangman - not there then reload if you want to have her.

You should get a quest indicating that you need to go talk to her at The Hanged Man. Once you do so, it'll indicate that she did indeed leave town for a while during the three year interval but has returned. This will also make her available to include in your party.

Ok, I went to the Hanged Man before I read your post and found her there. I never had a quest to go there though, just was hoping she was there and she was.
