Some of you may have experienced a sudden change in attack speed. I think I figured out where in the game it seems to do it, at least on the PC version. It seems to happen in Act 3, after I talk with first enchanter Orisino during Best Served Cold main plot quest. I know this bug happens in the console versions too, so if both console and pc guys can revert to saves that are before this part and check around with other quests, it will confirm my suspicions.
Something similar happened to me, but it was the quest after Best Served Cold. I think it was called Last Battle or something like that. I completed all other Act 3 quests before doing Best Served Cold and then this one, but then combat slowed down way too much to do anything with Hawke. I had to control a companion to get anywhere.

Apparently it happens when you befriend Isabella, and get that stat bonus from her. It's really annoying because it takes me 5 seconds to cast a fireball.
It happened to me (see above) but not with Isabella. It seems that the three of us have the same problem, but at different times. Weird.

Until they fix it, the only way is to use GFF 4.0 and reset the negative modifiers back to 0. My guess/hope is that this will be fixed in the next patch. You can get GFF 4.0 that's included with DAFaceReplacer from dragonagenexus.com
But even if they do fix it, all past saved games, chars will probably still have that bug as it is something that gets saved to the save file.
How to fix the save data:
Run GFF 4.0
expand "0"
expand 16002
expand 16208
expand 16209
expand 16350
16350 contains all your characters base stats and modifiers.
Under 16350, locate 36 & 40. I for get which is which, but one is base dmg resit and the other atk speed
Under each of those check the BASE and MODFIER. If anything show a negative number, replace it with 0 and click save. Do the same for the other. Then hit file, save as, and overwrite your safe file.
Keep in mind, if you put either of those people back into your party, the same bug will get you again
This will let you fix prev playthroughs, etc for future use so you are not slowed down. I highly recommend doing this. BW can usually put out patches in a timely manner, but most game companies cant/wont repair the save files.

This is the isabela/Sebastion bug... Keeping her in your party will gradually slow you down (usually -5% each time you add her to your group).
Err... in my experience it's pretty much the other way around. -5% every time you save/load the game and don't have Isabela in your party.

Unfortunately, there's no temporary work around other than limiting your involvement with them, and periodically fixing the values in your save file

There is a huge thread about this issue just a few threads down from this one.
It isn't sudden, it builds up over time because of a bug with Isabela's friendship bonus, although people often don't notice it until it becomes bad.
If you have the PC version:
1) Download the latest pyGFF, extract it anywhere and run "daosavegame.exe"
2) Open one of the .das files, located in "Documents/Bioware/Dragon Age 2/Characters/(Name)/Saves/Slot_#/", preferably one you made just for editing, to be safe.
3) Expand the "Party" tree, then click on the first entry (should be the name of your character).
4) Find an entry numbered 42, titled "Animation_Speed_Modifier". It will probably be a large negative number. Sett it to 0 (or 5, if Isabela is in your party).
5) File -> Save/Overwrite, then load it up in the game. Your problem should be fixed.
