Act 3?
I went to the Hanged Man to talk to her about coming back, and she seems pissed off and says we have nothing in common. Did I screw up along the way: not being able to romance her now?

Yea, she just says "I'll be here if you need me." to whatever dialog options I pick, I kept redoing it to see if the outcome would change. How do I move the relationship/romance forward from here, anybody know?

If she says that she will be there if you need her you should be fine if you slept with her in act 2 you cant finish the romance untill you are doing The Last straw mission

Yea I slept with her and I won the duel over the Arishok to keep them from taking her. I have 100% friend with her.
