I can accept the Quest from the Chantry Board, Kill all the groups after him & the journal Updates just fine.
Once you head to the docks at night to meet Sketch. Is where I have the issues. I assume your suppose to fight Senestra & her men. All they do is stand around.
I can talk to Sketch & Recive items / XP. The Journal Just Updates, It doesn't Complete the Quest.

You are not supposed to fight Senestra's men. They are fought in another quest if you have the young templar ejected from the Templars in an earlier quest.

For me, he just stands there with the arrow over his head, but I can't interact with him at all. I also mysteriously got his staff, but the quest still exists in my journal, which is really irritating.

That is the reward for completing his quest, getting his staff. The quest is just not updating. This quest is like the quest from ME2 where you go talk to that Salarian on Omega and he makes you go fetch those two letters and bring them back to him and if you end the quest with him using paragon or renegade conversation options the quest doesn't update to say it's completed but you still got your money and the Salarian left and all. It's just a bug making the quest log book not update properly.
