Me too. I thought Hawke's mother might be back until he said "she has a scary laugh."
Scary Lady + Scary Laugh = Flemeth.
Which then made me wonder if Flemeth might be Sandal's mother. It'd be funny if Sandal was the reason Flemeth helped the Warden and Hawke. Both went on to act as sort of guardians for him.
