I had the glich with Merrill and didn't have the Merrill friend or foe quest completed in my log but I still completed the romance

Friend or Foe quest? Ah I checked first page. They mean A New Path.

I'm not really sure what people are talking about, the companion quests have nothing to do with romance and the romance is "finished" when you talk to your companions right before the end of the game, either when you're standing with maradith getting ready to slaughter the mages, or standing with Orsino to slaughter the Templar.
