My Special Deliveries Chest seems to only be accessable by one character. If I access it on a second character the chest is empty. Is this normal?

Hi Caerai. Could you elaborate on what you mean by the chest being empty? Is the chest:
- Inaccessible, but the quests appear in the Premium Content tab of your Journal and a plotmarker icon is floating above the chest?
- Inaccessible, no quest in your Journal and no plotmarker icon above the chest?
- Accessible, but the chest itself is empty?

I think what he is saying is
He made character A - Received some promo items
Made Character B (a separate character), and tried to receive the items again, but the chest is not registering as having anything in it. eg - not accessible.

Im also having issues with unlocked content on my promos not being unlocked on ps3.

Hi it's inaccessible with no quest or item. It's exactly as the second poster said. I'm on ps3 also.
