How well would 2 Duelist "Tanks" (Isabela and Hawke) and Anders and Merril work on a team together?
I'm not talking about Nightmare, just for Hard and Normal. In Nightmare I'd take a Warrior Tank.
Also, I hear Armistice and/or Goad are bugged on consoles. Is it true and what is the bug? Those two would help the Rogues be Tanks...

for most of my first play through i used.. hawke(mage) andre, isabela and varik. it worked pretty good. however for the high dragon i had a tank and isabela

Also, are there enough good Daggers in the end game for 2 Rogues?

Hmmm, I had 4 daggers at the very end of the game that I found useful, 2 of them were only slight DPS drops, so I sold them, so I think that answers your question on that.
I've said it a few times before but I had a playthrough with no tank and no healer on hard difficulty, it was doable, and there are so many skills for rogues that give them and their team survivability and tankability (Decoy, Chameleons Breath -> Chameleons Fog, Confuse -> Chaos, Fatiguing Fog and its upgrades) that I've found I could easily become my groups main tank. Now if you take duelist into account as well as Anders healing aura, Merrill's self-healing aura (based on damage) and two rogues constantly challenging more threatening foes?
I believe you have a recipe for success. It may seem overly difficult at times, but Isabella buffs herself and lowers foes defense and damage, while buffing her own defense, damage, crit, and so on.. as well as all the healing benefits Anders can offer, as well as Merrill's own insane offense... I really do think it could easily work, just remember to keep your group up-to-date on items and if you know a big boss battle is coming, I usually advise against this, but perhaps buy a few of those awesome poisons/bombs or upgraded healing potions. I think you'll do fine with a party like that.

I was even thinking of dropping Anders for Varric, Sebastian, or Fenris (more DPS than tank).
