There's a mod that unlocks all magic skill trees for all mages, so
Merril, someone who can't use healing magic is able to. I'd love if
there was something similar for Hawke, so I won't be confined to either a
rogue, warrior, or mage. It'd be great if I rolled a rogue but could
also use warrior and mage skills. Healing rogue? Rogue tank? You get the
idea. :)

You could but then you would bug the UI. There is a limit to the number of trees that can be displayed, and there are far more trees than their is room in the abilities UI.

This has been done, but with limited success. Some of the skills in all of the class trees are dependent upon weapon animations. If you don't have the correct weapon equipped for these specific skills, they just don't work.

Example, some of the instant-damage spells have a cooldown of about .5 seconds when the caster is holding anything other than a staff.

You could also do this using the pyGFF Editor. Just go to the ability list of each party member and manually add whatever skill tree you want for them. The Dragon Age wikia also has a list of all of them if you search for Console. I've done it to even give my party members specializations like Force Mage, Spirit Healer, and Blood Mage.

A note: the specific number of trees needed before display bugs occur is 13 or more. 12 trees will be displayed in a nice 4x3 pattern, but 13 or more will all display at the same position, so most of them will be unclickable.

Does the little grouping that shows you the dog, the Izzy and Bastion friendship effects, and the armor set bonus count against the 12?

Yes. Those abilities fall under the "Hawke" category which is counted as one ability tree.
