Is this ability broken? I've been playing the game on Hard and whenever I activate it, it does the animation and everything, but it has no effect -- the enemies continue to attack me.
..or did I simply misunderstand it's description, that the 100% threat reduction doesn't necessarily mean that the enemies will stop attacking you and move on to your allies everytime it is activated?
Inconspicuous (Rogue class, Shadow specialization)

I'm not sure if it is working or not, however, I do know that if you wipe all your threat from enemies but they have no alternative targets at hand they will just go back to wailing on you.

IF it works it drops threat and then reduces threat generation. But if you are the only one close to the target you'll still get threat quickly again. If you also keep attacking them, I'm sure you'll quickly go back to the top of the list.
I find Decoy far more useful anyway. That really does work and it puts you in stealth (+obscured) so you can take advantage of the top part of the Shadow tree.
