I can't complete the quest. I killed the captains and so says my journal but when I speak to the "friend" lady in the hanged man tavern, I can't turn in the quest. Is this really a bug or or am I missing something?

Maybe you're talking to the wrong lady?
The 'friend' lady is the one upstairs in a room at night; you'l talk to her only when you have completed the side quests with killing groups of thugs at night.
The 'suspicious lady' is the one downstairs next to the bar at night, she is the one you have to talk to.
