Because that isn't what the toggle would be. It's removing the presence of alternate sexualities from the game.
For it to be saying 'no' from the start, it would have to be something like Hawke saying a scripted 'no' instead of choosing it...and...really...how is that any different than you selecting it yourself?

My hope for the next bioware game is that the emphasis comes back to interactions between the player and the overall universe and have relationships be mostly platonic with little mention of your sidekick's preferences under the sheets.

The writing department created an amazing world rich in lore and character development, but by continually adding the romance option it feels like it made the community turn away from their well constructed world and instead continually blather on romancing x character or why too many/ not enough characters are gay.
