I just go a new PC and I'd like to import a character or game save from the old one so I don't have to start all over again.  Help a brother out?

I am not certain, but I believe transferring the entire DAO save folder (found in your documents folder) will suffice. Start a char on the new PC, save it, then exit and move the old save file over to your documents folder, press yes to have it replace the files, and you should be set.
