I've gotten lots of recipes, and found lots of resources, but never seen a single crafting station that allows you to make anything at all, other then embedding runes into weapons and armor. Can you not make runes, potions and stuff?

You can. If you talk to Lady Elegant and Tomwise (in Lowtown and Darktown respectively) you get some potion and poison stations in your house, where you can order them.
