We know that Merrill mentions that she thought she saw that one elf from DA:O's Dalish Origin (forgot the name... argh, started with a T) who disappeared when he found the Eluvian. They never found the body. She goes on to talk about how she thought she saw him but was 'probably' dreaming or something.
Maybe people that have gone through the Eluvian (the 'T' elf, Morrigan) can slip in and out of the world and their other realm, whatever that is.

Sandal says "Not enchantment." about the ogre. So it wasn't a rune.

The old lady with the scary laugh points almost blatantly at Flemeth.
Sandal speaks of "That big tower in the lake." Bodahn relates this to the Circle Tower, in the Gallows. I suspect this is actually an allusion to something else entirely- potentially a structure left over from times before.
Bodahn has some form of ulterior motive. His concern for Sandal is genuine, but for different reasons. There is a sympathy here, but he also underplays how important the boy is to his potential business.
Also, Bodahn does not mention details of his expedition in which Sandal was found, frequently feigning disinterest in his own history to downplay its possible revelations. For instance, he never mentions how many where in his party, nor does he feel the need to allude to any sort of survival statistics. I suppose this can also be countered by him saying it was one of his "many" expeditions- when you've done something so many times, you're like to forget details, or find something too redundant to recount to others.
It is likely that with his travels, with his powers, with his experience, Sandal is something we are not familiar with in every sense of the word. Flemeth's long lost, immortal and only son? A lyrium-touched dwarf vessel that a previous archdemon was unfortunate enough to possess upon its defeat?
There are potential circumstances to be exploited. We must also remember that Sandal had survived down there by himself. We may not know how long, but it's either possible he sustained himself for a long time on anything at hand (Darkspawn, Spiders, those odd little lurking reptiles, or the flesh of other humanoids), or is sustained simply because he is.
Make no mistake: Sandal is above mere Dwarf. He is an entity we know nothing about, and less to go on.

Or something like that. It isn't he's worried about Sandal's safety but more on losing Sandal into the Deep Roads because he lost his way.

It sounds to me like at one point in time, everybody could do magic. And that eventually they all will be able to again. It has been said by passerby that there are twice as many mages being born every year than there used to be.
Also the whole "when he rises" thing sounds like it might be Dumat. Legacy gave a pretty strong implication that he is still alive.
Its also possible that Sandal was predicting Hawke's ascension into legend and the Mage-Templar War. Hawke rises to power and becomes a figure of legend, and his example inspires the Mages to rise up and fight for their freedom, no matter which side you took.
