Yes, PS3(would be PC if they allowed gamepad support and an autoattack toggle) they took a great core, and STREAMLINED it, not dumbed it down. Combat mas probably the weakest thing about DAO and they fixed it. Is it as epic.....no? But how many time can you save the world in a given fictional universe. A smaller scope lends it self to deeper player characters and interaction and more detail-->(see Shogun Total War 2).
I can understand some who really loved BG not liking the new direction. Well, rpgs need not have secondary combat just because they are an rpg. Yes this is a role playing game and such, the #1 goal is to role play BUT fun combat actually helps immerse you more into your character.
In summary, yes, I think they improved it alot.

I do not think it is as simple as a "yes" or "no". Some aspects are an improvement, some are a detrimental step backward. If I had to make a generalized quantification as to whether this game is better or worse than the last, I would have to say worse.
So I guess I'm a no.
