Edit: If Bioware staff read this and want to know why, it all relates to the "streamlining/main streaming," loss of options and complexity, significantly increased linearity, and changes in dialogue. Overall, it's no longer a role-playing game (which is what I had hoped to play when I bought the game), it's an adventure game with some extra equipment thrown in.

Yes and No (PC)
There are somethings that are improved on while there are other things that were better in DA:O. Like being able to manage companion equipment was better in DA:O, combat is better in DA2.

The specialisation now offer more then just some little attribute boosts/passives and one/two abilities.
Thats a thing Dragon Age definetly improved.And orders to teammembers.

360
YES (what I love):
1. companions being an integral part of the main plot line
2. the ties to previous npc's/dlc/plot
3. 'ask the companion' option. I love that you can get cutscenes and actively choose to include them even more.
4. The house features are great.
5. The combat. Playing a melee fighter was 10x more exciting with the use of combos and special abilities. Plus the rogue movement was MUCH fluid and faster. Most games don't nail that at all. I was all over the battlefield all the time. I haven't had that much fun on a rogue since COV on my stalker.
6. I liked the continuation of plot/story and the shift to a character with more family/background. And I liked Varric's 'story telling' modes. :} Since it's someone retelling what happened, I think it gives some leeway on 'what really happened' and I'm curious about all of it even more.
7. I love that there was even more NPC party interaction, and that chatting happened between Hawke, and all 3 others at the same time more often than not.
NO (what I missed):
1. Mainly, the in depth conversations with my companions.
2. Some of our older party members, although I see DA:O more as a prologue now, I would want to see the majority of the core of our new companions kept and carried forward consistantly.
3. Romance. The love scenes were better done, but that aside, the romance system was significantly lacking: it's easy to mess up and then you have to restart WHOLE ACTS to fix it (if you even realized you messed up before the end), I couldn't trigger an in depth convo or intimacy whenever I clicked on them... it felt disjointed as a result....and it was extremely linear. DA:O felt much more natural. You had clear signs of 'this will end things', and you could come to the relationship at any point in the game.
Overall, I LOVED DA2 better though. The romance was still decent, and a the game as a whole was a lot better. In my opinion.

I guess some of the more vocal defenders should probably stop claiming the "haters" are a minority.
Note that not everyone totally loved or hated the game - many felt it wasn't as good as Origins, but a good game in it's own right (and vice-versa).
Edit: Also, the gap between console and PC gamers voting "no" wasn't as large as I suspected it would be. I'll have more specific data when I have a little more time.

Elaborated response: I felt the gameplay changes were a step in the right direction, and the pacing of the game was much improved. Made for an all-around enjoyable gaming experience.
The story, however, was not an improvement over DA:O, which is a view I see expressed regularly. The funniest part of all this, for me, is that people whined loudly and relentlessly about how much DA:O's story "sucked." How "bad" that game was. Now they're holding it aloft like some kind of paragon of RPG gaming. What short memories people have.
I was a fan of DA:O, I immensely enjoy the story, the characters, and the world. People harped on it for having a "contrived" and "re-hashed" fantasy plot, but it felt refreshing to me. It was interesting to see another part of Thedas in DA2, but I didn't like how tethered to Kirkwall we were. DA2 felt rushed, which is because it probably was. There are many crippling bugs, but I can look past it all to see the gem that lies within.
It needed more polish, that's all. Such a shame EA holds the reins.

The only problem i had with DA2 was the repeated caves etc, the bugs and the fact that i cant go back and do anything ive missed due to the chapters.
All the things i hated in DAO were fixed in DA2.
