What does everyone use for his tactics? I am not sure that I am taking full advantage of his Chain ability.
Basically I have him do this:
Self: being attacked by melee attack > Guardian Angel
Enemy: Highest health > Attack
Enemy: Target of Sebastian > Wounding Arrow
Enemy: Target of Sebastian > Arrow of Judgement
I am not sure that I am set to take full advantage...

Your Tactics list is flawed. Basically, he hits his first Offensive Tactic (the basic attack), then restarts at the top of the list and works his way down. He'll never get past that second tactic. Especially since a basic attack has no cool-down.
Also, never set a tactic for Highest Health, as the enemy with the highest health is always changing. The way you have it set up, he'll switch from target to target, put one arrow into them, then switch to another target. Half-dead enemies cause just as much damage as those at full health.
With just that list, I'd go something like this:
Self: being attacked by melee attack > Guardian Angel
Enemy: Lowest Health > Arrow of Judgment
Enemy: Target of Sebastian > Attack
This way, if he's not being hit with a Melee Attack, he'll open up with Arrow of Judgment. He won't get the full bonus for a higher Righteous Chain, but this sets Arrow of Judgement on Cooldown, giving him 25 seconds to build up Righteous Chain.
You can put another ability in front of the Attack one, but it needs to have a longer Cooldown than Arrow of Judgment; otherwise, it will trigger first, and Arrow of Judgment will do no-where near full damage. Unfortunately, the list of talents that can be used is low; I only found Archer's Lance, but I didn't check the Saboteur, Specialist, Scoundrel, or Subterfuge trees. So we'd be looking at the following:

Hey, I like your idea, but how about making things less brain-twisty by restricting Arrow of Judgement to only elite enemies and above ? This makes it easier when Sebastian has taken multiple abilities with shorter cooldowns.
Enemy: Target Rank is Elite or higher: Jump to N
.... : (your normal tactics here)
N-1 : (An 'always match' tactic to break the normal tactic chain)
N : Enemy: Target of Sebastian : Arrow of Judgement
N+1 : Enemy: Target of Sebastian : Attack
Enemy: Target Rank is Elite or higher: Jump to N
.... : (your normal tactics here)

Sebastian is a tricky companion when it comes to tactics since he has a similar ability to DW rogues with their chains. I find myself having to control him manually whenever hes in my party.

I know that I am a bit late here, but I disagree with swk3000, in regards to attacking the enemy with the highest health...
Remember the enemy with the highest health is the boss or elite.
Not all high health enemies are bosses or elites. Some of them are broncos.
Of course you can set one of your characters to attack the bosses and elites first, but them you spend half of your tactic slots for this one purpose.
My strategy is to set one character (warrior, rogue, or mage) to seek the highest enemy while everyone else attacks the lowest enemies. This tactic keeps the (big guy) busy while everyone else teams ups and kills off the small fry one by one (Divide and conquer).
While this can cause your rogue or mage to go from enemy to enemy. This isn't such a bad thing when you consider that he or she is using explosive rounds, fireballs, ice rockets that knock your enemies on their asses or freeze them solid. This gives your other characters an advantage. It's a lot easier to kill someone who is lying down.
Of course during boss battles like the rock wraith I set all of the 'other characters to fight the small fry while I concentrate on the boss. (Again, divide and conquer)
