I want to spare Anders in at least one playthrough, but I'd prefer not to have Sebastian head off to starkhaven and come back with an army. Is there a way to get him to leave before the end?

 I think your best bet is to just never recruit him.  No reason to recruit him just to want him to leave later.  It'll save you time not doing his quests also.

Does that honestly work? Im not sure...but isn't he at the Chantry already?

If you don't recruit him, with any luck, he'll end up in the same place as Elthina.

I'm not a fan of Sebastian, no sir. :|
