Missing"Special" tactics options?

so... im trying to be a bit more 'detailed' in the tactics my characters can use. right now im using bethany and anders as super support mages.

I just had bethany learn Haste from the creation tree, and in her preset support tactics set, she has haste set so "Ally using melee or ranged attack" will activate haste...  i try to make this tactic myself, but i cant find "Ally using melee or ranged attack" as an option anywhere, i can only seem to find it where its preset on that premade tactics sheet... so i cant say, find "Ally using melee attacks" Or even just copy that one over to a custom tactics sheet, unless i just copy the entire healer one over.

i found another one for anders when he learns aid allies "Self: If 3 or more party members are below 50% hp" which is another 'special' tactic i cannot find or reproduce... and its kind of frustrating me, how there are these random tactics options that we arent able to choose for ourselves. what if i made a spirit healer and wanted to use that tactic for my main character, while im controlling someone else? <_<

so... is this just flawed design in the tactics system, or have i missed something?

I have the same problem with "Ally: Using melee or ranged attack", it's simply not there.

The "Self: At least three party members below 50% health" can be found at the bottom of self.

your right, i found it. but theres no variations other than number of party members <_< i cant set it to like... 3 allies below 75% hp or anything.

sometimes i wonder how much thought bioware really put into some of these tactics
