Letters have a "read" option and an "accept" Option. The "Read" option letters are there just for filler. The "Accept" letters are quests or quest rewards.

No, I think you mean Kaitlyn. The one with the brother you had to find?
The only Tamra I know is Ser Tamra in Awakening. She doesn't fit the letter, I think. Probably just a popular name in Ferelden.
