I tired to buy Exiled prince but Bioware store wont accept any of my Crdit card despite them working perfectlyand there is nowhere  else to buy the DLC?

MY question is anything I can do to make Bioware accept my credit card or just wait it out?
Can I buy DLC soemwhere else ?

Nope. For the PC you can only buy it through getting BioWare points.
