in DAO the world was in peril if you didnt do anything everyone would die. YET i could go and pick some elfroot for a quest that takes 1 week of traveling to get to. in DA 2 the story isnt like that you can take time to pick up little quest without thinking 'i bet theres a animal sanctury burning down right now, and the fires going to spread to an orphanage' just as you pick up your first elfroot.
