OK I just got to Act 2 and I realized that DLC was out already, can I purchase this now and get Sebastain in my Party or would I have to wait to do so in a 2nd playthrough in Act 1?

dunno, but probably..I doubt they'd lock you out of him if you moved ahead too much...but could be wrong.
regardless don't bother. he's overpriced and is nothing but a 3rd rogue (4th if you made Hawke one)
