I just completed it, I didn't see Isabella once throughout the whole thing, when are you supposed to meet her?

I'm entirely sure that's impossible unless you never returned to the Hanged Man after recruiting Anders. Or did and were somehow bugged out of the encounter, but I haven't seen that reported.

Considering the Hanged Man has quite a few questgivers - including Varric - that means you missed out on much of "the whole thing."

I'm pretty sure day works too.  It's the next time you go in there after recruiting Anders.

I believe if you don't return to the hanged man by Act 2, Isabela is no longer there.

You can go to the Hanged Man during the day and speak with Varric.

That makes sense.  Kinda like how if you don't do Anso's quest you don't get Fenris.
