Not sure if people already know about his, but I just caught on. Blame it on how hard it is to find the manual with the Steam download.

Right mouse button pans the camera around, centred on the character you're currently commanding. Look down on the centred character (as though you're in a plane looking right below you). Then zoom out as normal. Et voila - a close-to-medium range tactial view. So much easier to aim cone of cold now.
