I guess that's a full party so that'd make sense.

I actually just tried that. Sided with templars with her at max rivalry and she didn't leave. Does she need to be in the active party or something?

The guide is incorrect, she stays with you if you are maxed out as a rival. Unless you have to be in a romance as well, regardless it is possible to side with the Templars and keep Merrill without being on the friendship path.
The guide does point out that you can have a maximum party of 8 in the final battle, so the extra characters people get only turn up while you have 8 or less in the field already. No doubt it works to balance the final fight for people who chased off all their normal companions? Although I would guess it isn't a certainty that a player will make friends wit Zevran/Donnic etc.
I think it also says that Aveline will stay with you no matter what if Fenris leaves because you sided with the Mages.

And talking about it, I really wish that Vigilance re-appears at some point just as Awakening states.
