I have been, it;'s a buncha hysteria without a concrete answer for my SIMPLE question
that's why i broke it down to it's simplest form
how do i know if i have the bug? (no, the "eye test" is not an answer)
is there some way DEFINITIVE that shows for example
attack speed: 10%

You're question is answered if you read through it ignoring the bullcrap on pages 3+4 and in the PC thread which gets more attention than this one by Bioware. Bloodyraw gave an excellent breakdown on page 5, and I posted Bioware's current response from the PC thread on that same page I believe.
And the "eyes test" is the answer on the PS3 since normal PS3 users can't use the edit programs like the PC players to examine everything...at least I can't on mine. And frankly, it's bloody obvious once it's in full swing.
Now if I'm being short, I apologize, but by now everything has been explained a hundred times over on all three threads on all three forums because this is affecting all versions of the game. Bioware's been terrible in responding to this on all levels, everyone is pissed off, and the same questions being asked again and again are tiresome.
So either follow Bloodyraw's suggestions or sit back and wait til it's resolved. That's all you can do.

Mate if ur man is attacking with the speed of a snail on cannabis ul know u got the problem. It really is a BIG problem and u will blatently know it if it happens. Its not hysteria you nutter its completely ruining the main character. I gotta rely on Hawke just to be my party tank now and hope fenris and co can get the dammage done.
As i said, you will DEFINATELY know it if it happens to you ! ! ! ! !

Anyway, it's sad to have to adjust the way you play to avoid this bug,
especially given this is an RPG - where freedom of choice is one of the
top key elements of the game. I got this bug during my first
(unfinished) playthrough, and because I couldn't deal with my
lightning-quick rogue turned Matrix-bullet-dodging-slow decoy, I started
over completely. That was after wasting about 40 hours of my time on
that character.
Until this issue is patched, I'm forced into
becoming rivals with Isabela and Sebastian, which I wouldn't do if I had
the choice, and I can't wear full armor sets. Also, can't use Maker's
Sigh potions. (All of which are apparently linked and cause some form of
negative something) I'm in Act 2 now... hopefully I'll be able to
finish the game this playthrough. And more importantly, hopefully the patch will come out within the month.
I know this has all been said, but just thought I'd add my voice to the crowd.

You don't have to be rivals with Isabella/Sebastian.
The glitch can be avoided, the problem is if you dont know abaut it.
To avoid the glitch once you unlocked the friendship buffs, NEVER take with you in the party Isabella/Sebastian when you go back to your mansion, or any place that the GAME removes them from your party.
And if by any case they get removed inside a quest what you have to do is not go back to your house and quickly go to a horn to put them back in your party and then remove them from your party manually and quickly use a Maker's sigh to stop the bug (the Maker's sigh bug wont do any harm if you spend the stat/talent/ points before saving).
SPOILER. Abaut act 2, a place where Isabella is removed.
Almost at the end of act 2 in Isabella's quest where you try to get the relic for her she will leave the party.
So probably here your save will be in danger, to avoid this dont save/load till you finish act 2 and get Isabella back to be able to use the Maker's sigh trick to stop the bug.

Just to make sure I get what you're saying, you have to use the Maker's Sigh potion? What if you you use the flag to insert Isabella/Sebastian and then remove them? Would that work, or do you have to use the Maker's Sigh potion?
I'm sorry, I know you're trying to help. If you could dumb it down a bit for people like me, I'd totally appreciate it. I've been wanting to do a playthrough where I befriended Isabela since she's a fascinating character, but I'm thinking maybe once again to Rival her instead. I Rivaled her and Sebastian in my first playthrough and rarely had them in my party, so I had no problems with the bug.

1st in act 3 wen u do varrics mission u can take the piece of crystal from him ( dont wanna say much more because it will ruin it for you ) Give that item to sandal who will make a rune from it which gives +30% speed.
Then use a makes sigh and give yourself the berserker class who basicly gets plus 50% speed and you can juggle the stamina loss with a few abilities like second wind and even a few berserker abilities. This completely resolved the issue for me because it gave me plus 80% speed which combined with anders using haste made the issue barely even noticable
