Could there be quest mods like , alley of murders , dark times , etc. without a toolset ?
I don't know how to creat a mod , but they r the ones makes the game repeatable.

Maybe; I suspect it might be more difficult to do with a voiced main character, but it may be possible if we can figure out how to create tools that can read and write the proper format for the dialogs.
