Considering hardly anyone in Kirkwall else recognizes that Hawke is an apostate (including the members of the city guard and the templars when he performs magic in front of them), I don't think we can hold that against him.

The closest Hawke can come to getting an apostate POV in this story is playing as a warrior or a rogue. Otherwise, he's the Invisible Man every time he uses magic. I'm certain the Mages Collective would love to bottle Hawke's ability to use his magic and remain completely invisible to the templars and city guard.

He's not impotent. He just took vows that include chastity, and if you're on the friend track the game considers you to have pushed him to stay in the Chantry as a brother. So of course, in that romance Sebastian doesn't think you'll mind if he asks for a chaste marriage.
The rival track is about Hawke pushing him to retake Starkhaven and become a prince, and in that case a chaste romance doesn't get mentioned--it's more about him wanting a politically beneficial relationship.

Sebastian decides to leave the Chantry in Act 2. If you go for the friendship path you support his idea that he is meant to be a brother and not a prince. Elthina refuses to accept him back at the Chantry, unless his commitment is sincere. Sebastian then waits for a sign from the Maker and continues to help Hawke. When he's ready to make his final decision to go back to the chantry, he asks Hawke to swear her vows beside him and commit to a symbolic chaste marriage.Rifneno wrote...

It's not being sexist, fool - it's a fact that woman do not posses the physical strength to do the damage a man can - unless your woman is a UFC fighter. Even a scrawny 115lb dude can break half the bones in a woman's face with a punch. A 115lb woman would barely leave a bruise. Why?? Is it because I'm sexist & declared it so?? NO, it's because *drum-roll* men & women are different. Men are made up of a higher % of muscle mass, while women are made up of a higher % of fat tissue.
