I really wish there was something like that in the game so you can take that route knowing what you're actually getting into. I ended up having to let Bethany die in the Deep Roads on my templar playthrough, because that was the only way I could see my character saying: Yes, I will help you kill every single mage in the city, guilty or not.

The bit that got to me was having to kill every member of the Dalish clan to save Merril, considering they were my DAO character's family it just felt a little wrong

You dont need to let Bethany die in Deep Roads. If you have Anders in your party in Deep Roads then you can make Bethany grey warden. Granted that will be the last you see her but at least she isnt dead.

Pretty much this.
In theory, Templars are just doing their jobs. They're looking for blood magic amongst the mages, they're keeping the mages safe from themselves, they're protecting the mages from when the mob in Denerim comes to burn down the Tower, they're looking for untaught mages and children with magical aptitude outside the Circle so they can be brought in to be taught.
In practice though, in Kirkwall at least, the Templar order is riddled with corruption. Whether this is because Meredith is not doing her job to keep her men in line, or it is because all the Templars in Kirkwall are jaded by the blood magic epidemic and have dehumanised mages as non-people in their minds, or it is because people like Greagoir don't want nutcases cluttering up their nicer towers so they ship them off to Kirkwall where they might fit in better... but whatever the reason, the Templar-mage-circle system was failing everyone in Kirkwall.
