One can probably save the game, side with the Templars or Mages gaining the linked achievement, then reload and choose the path deemed fitting for that character. I would have done this myself if I had known of the trophy.

All we know for sure is that he and Quentin were exchanging books/research notes. He was hiding an apostate blood mage who was researching necromancy. While that is far from innocent, Orsino did not seem the type to murder people in cold blood. He was ready to give his life for the other mages in Hightown during the Qunari assault.

Man. This achievement was to blame for my assumption that "Champion" was going to be the new title of Kirkwall's ruler. I was a little put out to find in Act III that it was just an informal honorific.

I know the question has been answered, but I wanted to say outloud that I was a little disappointed that we weren't able to become Viscount without siding with the Templars, if only because enough hints were dropped that one could become Viscount and still oppose Meredith. I the game hints that nobels and even some templars aren't happy with how things are going and there's the Nobel Agenda quest where the gal at the end directly says that she has your back if you make a move on Meredith's new throne. I can't help but wonder if the programmers imaginined a third option and just never coded it in, or if I'm just crazy.

If you speak to him in the Viscount's Keep in Act 3, Seneschal Bran tells you flat-out that Hawke cannot become viscount without the support of the templars. In the wake of the chaos caused by the qunari invasion, the order has come to represent stability and security in the city.

A rebellion against Meredith might have been possible with more time. But Anders eliminated any chance of that when he destroyed the Chantry.
