I also got the shady merchant at the docks to spawn the armor. Just keep reloading an autosave until he has it in his inventory. Bodahn also spawns the gloves and boots, mostly light issue though.

Alright, so after 4 hours of autosave reloading here is my conclusion (taken from another post I made and I don't feel like editing it.)...
The earliest you can get a full set of the basic looking Templar Armor is from Bodahn in Act I. Go to Hightown and head to his shop. Check for any Templar gear and if you find none reload the auosave you got upon entering Hightown. Sadly you cannot save in front of his bag as it will not reload his inventory. Rinse and repeat until you have a full set. This is a bit tedious though as he only sells one piece of armor in his shop. It took me about 4 hours, but I ended up with a full set of Heavy Issue Templar armor, Superior Issue Defender (shield) and Templar Axe (one-hand) and a Standard Issue Templar Longsword (one-hand). I also got Light Issue Templar Armor many times which is for rogues, so you can get that from him as well Rogue players. I found the Templar Greatsword (2-hand) on the weapon merchant at the gallows. Also, the cooler looking Templar Armor can only be obtained by siding with Meredith at the beginning of Act III as far as I can tell.
Hope this helps any Templar players out there and any info on obtaining the Winged Helmet is much appreciated.

What does the templar defender shield look like? any likeness to existing shields?
Bodahn can sometimes contain templar equipment. Got unique-looking templar longsword from him, was black in colour, with notches and a hole near the base of the blade.
