I've honestly tried to find multiple ways to reply to you that could help, but I've never had this problem (even though I've had a few others).
The only advice I can think to give would be to load to a point before you respecced, check your DR, try respeccing and see if it does it again. Perhaps it was something with the respecc that caused a problem?
Also, what class are you? And I'm pretty sure this has nothing to do with it, but what difficulty are you on?

It is the same both before and after the respec. I'm a mage on hard and it's only on my character

I'm really not sure how to help short of telling you to possibly try re-creating your character. I just made a mage and respecced it to test and I did not have -15% damage resistance, it always only sat at 0% if nothing else.
It sounds like for some reason it is bugged. Do you have any damage resistance items on? Perhaps try putting one on, it might just be a visual bug and changing your damage resistance value might force it to a proper number? Perhaps try saving and respeccing one more time to see if by some chance that fixes it? I don't know, other than playing around with the value and trying to fix it, the only other thing I could thing of would be what I said, to remake your character and see if it occurs again (or just play with the new character so that you don't have a bugged value).
I'm not super savvy when it comes to fixing errors like that, but sometimes little tweaks or trials like I mentioned can fix the value for some reason. If anyone else has any more tech-savvy solutions, I'm sure they could help, but you may have to post in the tech support area for it.

Ahhh, thanks rumination, I actually hadn't gone through the readme yet. I suppose I should do that more often. Usually I hope right into readme's but this time I was too eager (after the Demo) to play the game and see how the story unfolds. Thanks!

BioWare knew about these bugs long before the game shipped.
This is from the readme.txt file in the DA2 folder:
- In rare cases, character statistics can become corrupted in a
manner that does not block progress but might make combat easier or
more difficult than intended. For example, Hawke might not sustain
injuries after falling in combat or might develop a negative
damage resistance score.
Instead of creating a day 1 patch to fix all these bugs, they decided to create a day 1 DLC.
I'm sure whoever wrote that in the readme file is gonna get an earful from EA if they ever find out.

My guess is you have the Prince DLC and he's ally on your game. There seems to be an issue with the ally provided buffs when they're being removed. A similar issue is causing players to receive MASSIVE combat lag. There is a work around for PC.

While it hasn't been 100% confirmed, it seems very, very suspicious that DR, combat speed, and set bonus stats like dexterity all seem to have been affected by a similar bug.
