I've done all the Sebastian quests, at least nothing else is showing up on the map or my journal.  I don't recall telling him I don't need him, however now he just hangs out in the Chantry and I can't talk to him.  I'm about to finish ACT 2 and want to make sure he's in my party. 

What did I do wrong?

Bump, as i'm having the same problem. I completed his quest to kill the 3 groups of npcs and picked the top option. Now he's hanging around the chantry, but not part of my party.

Having the exact same problem. I'm in act 1, completed his quest to kill the 3 groups of enemies. I've tried both conversation options (the no problem one and the give me my money) and still no joys.

You don't get Sebastian until Act 2 i think it is when he asks another favor of you.

I can confirm that he doesn't join the party until Act 2, when his second companion quest becomes available.

This is correct but I thought he could've been recruited in Act 1 like all the other companions but I gave up and moved on and discovered you get him in Act 2 when I got to it and got the next quest for him.

yeah, you do not receive him as a companion till after the expedition.
