It's a side quest in the final act - a go to wounded coast and rescue a nobleman's daughter from bandits, found the bandit leader, but he just stands there, not engaging in combat or in any other way attempting conversation.

Anyone had similar problems?

I have the same problem. The official guide doesn't even seem to list this quest, so I have no idea what's supposed to happen.

wiki state the quest is bugged on all platforms. no dice.

It was confirmed by bioware as bugged, and they're looking into it.
