I got Isabella's Questioning Beliefs quest, but she's not in the Hanged Man.

May seem like a silly thought, but why not just add her to your team and go to the Hanged Man?

Oh sometimes you gotta visit your Home to trigger Isabela's quests. Thats why there is so much graffitti, dirty books, and anecdotes left behind/said by her when you examine stuff around your estate.
