It does if you log into your EA account in game. You have the news ticker on the bottom left of the main menu screen.

This quest didn't show up for me after installing the patch and starting a new playthrough (on 360). No letter, and it wasn't on the chantry board, which is where it showed up for me in previous playthroughs (although I may be mistaken about that detail).
