Pretty sure it was retconned since none of the Qunari in DA:O have horns, but I could be wrong.

Sten is not a name it's a rank, beside our Sten the cookies's lover you met in Origins doesn't have horn.

It was retconned kind of.  It's turns out some Qunari are born without horns these normally become diplomats, others cut their own horns off if they leave the Qun (this was to explain the hornless mercanaries).  So if we do see the DAO Sten again he still won't have horns.  

Unless they retconn it again.

If I recall correctly, certain branches of the quanari military have horns. Or maybe its certain subtypes of Qunari that have them, sort of like how humans look slightly different from each other depending on race.

Most qunari have horns. You can call it a recon or a redesign if you want, but from now on that's the norm.
Tal-vashoth sometimes cut-off their own horns, The Sten from DAO was born without horns.

To remove your horns is like saying, "I am not Qunari."

The reason Sten (the Sten of DA:O) doesn't have horns is because of a birth defect.

I could see why they would be valued as a diplomat though, having no horns would probably make them less unsettling for other races.

Reform the culture? All he would do is add cookies to the rations. Besides, Arishok only control the military arm of the Qun. Contrary to what you believe, the Qunari aren't a military dictatorship. They're more like a religious dictatorship, or maybe it would be more accurate to call it a philophical dictatorship.

I wouldn't call being born without horns a birth defect, its consider a sign of a special destiny to the qunari

Unless we see another hornless (totally hornless, not just someone who cut off his horns and has stumps like a tal-vashoth) Qunari, you don't have to worry if it's DAO's Sten or not.

What I'M wondering is if the Qunari also had their skin tone retconned. DAO's Sten had a tan/golden hue to him while all of DAII's Qunari are gray/white. Now, I know they use body paint so maybe they're just in head to toe war paint, but I wonder if some Qunari still have tan skin or not.

As for skin tone, might just be the group they are from. I mean, humans have variant skin colors, why not Qunari?

Well, I'm actually wondering whether or not what we saw on the Qunari in DAII was their skin or just full body war paint. Though it does make sense, it could be a racial/ethnic thing. Sten was said to have been from Par Vollen, right? It could be that Qunari from Par Vollen have golden skin while those from their homeland are gray or whatever.

Didn't the codex in DAO refer to the Qunari as "golden skinned giants" or something?

Hmm...maybe I'm think of Reavers from DnD. Hard to keep all these fantasy races straight.
