I think DA2 really suffers from the lack of an engaging character origin or a big set-piece like Ostagar to set up the story.
I know Ostagar was several hours in to Origins - it was basically the end of Origins' Act I - but the lead up to that was guaranteed to be interesting just because of the Origin mechanic. Even on a first playthrough of DA:O, all the while you are wondering what would be different if you chose one of the other race/class combos, and how it all ties together. Just that flexibility served to make the Origin stories much more interesting. Then Ostagar came with a couple of big twists that drove the story on for the rest of the game. DA2 was never going to have an Origin mechanic, but the initial setup didn't really supply much to make you care about Hawke's fate.

From Act 2 onwards the story really gets going, and that does a lot to make up for the other annoyances. (I won't talk about what I like about the story from Act 2 on as this is a spoiler-free forum.)
What are the annoyances? Combat and camera, basically.
A detachable camera for aiming AOE would help a lot. I understand the technical reasons why the fully-zoomed out view isn't possible given the way you've built the game. (Pet peeve: the overhead view is not isometric, it is perspective. Please stop calling it isometric view.)
The new combat system is basically great, except for the waves. "Think like a general" was one of the game's taglines, but to properly think like a general you need to have some idea of the number and composition of the enemy's forces, so you can strategize. The best fights in Origins wre all about being faced with an overwhelming force, and coming up with a plan to use your party's abilities to handle it. Instead, in DA2 at high difficulties combat reduces to:
a) Save/die/reload until you learn the wave composition and spawn points so you can get your mages away from where the assassins pop-up and CC the elites when they appear.
Overall, I'd say Act I felt like a 7/10 game, but by the end I was thinking 8.5.
