I have this secondary quest in act 2, I talk to the guardswoman thats pinned down and go charging in to fight the raiders. I kill off everyone around except for Fell Orden and about 5 raiders that don't do anything but stand there. I try interacting with Fell Orden as he has a huge yellow arrow above his head and he just spits out taunts and nothing happens. If I go back to the guardswoman and talk to her she repeats the whole speech of whats going on again. I've tried reloading many times and leaving the area and coming back, I'm just about done with Act 2 now and its been like this since the beginning of Act 2.

That's a problem I had too. I had no choice but to ignore that quest and move on to act 3. This bug is a good way to max Aveline's friendship, by repeating the dialogue.

One year ( and several patches later ), still experiencing the same quest bug. It's really unfortunate that Bioware didn't see fit to update the DAO toolset for DA2. Most likely, the modding community would have addressed this issue by now....
