Why is Sebastian DLC? Seriously?

However, Sebastian and his relationship withte Chantry and the Grand Cleric is very much shown throughout the game. He's much more involved in the story than Shale was.
So, why was he made a DLC? Why not have an additional character for the DLC that isn't so obviously MISSING?

Sebastian is an improvement on what they started with Shale. He's not integral to the story, but rather, well integrated. I highly doubt that the story would have been lacking had he not been included. I'm sure somebody who didn't buy him or get him with the SE could tell you that.
I'm glad he was well integrated into the story... The DLC characters for ME2 had little impact on anything, which was disappointing. He is clearly optional though... None of his actions have a major impact on the story, and I doubt I'd miss him if I hadn't gotten him with the SE.

It's pretty clear that he was intended as a companion the whole time. He appears in the Strategy Guide along with the other companions, quests, romance, the whole bit.
Would I pay $7 for him? Probably not.

Well, yes. Just like Shale was technically in the game since the beginning, all new copies got him free. My point was, Sebastian seems to matter so much that if you didn't get the Signature edition, you're missing out... not like Zaeed (also Day 1 Free with New Copy DLC, like Shale) in Mass Effect 2. Zaeed is one mission added, then after that he has a few unique lines, but 99% of the game he might as well not be there. Same with Kasumi (as much as I love Kasumi). However, Sebastian has much more to do with the entire storyline.

Because he was concepted and written after the rest of the game. It's great that you find him so integral-- when we considered what kind of additional companion we could include, our idea was that someone who put a bit more focus on the Chantry (and Elthina in particular) could potentially work really well.
But insofar as "missing" a la cut from the rest of the game-- no, that's simply not the case.

Because he was concepted and written after the rest of the game. And that worked out well. Elthina seemed like the only reasonable mind in a position of power - I'm not so sure if this would be as noticeable without the DLC. He isn't a character I use much, for now, but he and his quests add a lot to the game. Well done.

I'm not sure what you're asking. There was a point well into production where it was decided we would begin work on an additional party companion as DLC, something we could write and create as additional content but which could work on a different certification process than the main game (which takes much longer) but be otherwise seamless.
So there was nothing to "cut", it was always built as additional content.
And another question: Who wrote him? I think he fits in quite nice with the rest of the cast.
Jennifer Hepler wrote him.

DLC can never be sewed in with the anything relating to the main story.
So people do not feel like they are missing out.
Or do you want people to feel that way?
Hrm....At the peak of tolerance for games that look to make most of their money from DLCs.
Soon SOoon my money is staying in my pocket for main games.
Too bad for me.Missing out.I will still have money at the very least.

Sebastion is like Shale. So awesome you can't imagine playing the game without them. I took Sebastion, Aveline, and Anders on my Holy Rolla's Playthough. My faithful Andrastians annoyed Anders both endlessly and hilariously. Not only does he have a great story, but the voice acting was great.
And Sebastion is more like Witch hunt in terms of Content from what people say.
