A society so conformist and totalitarian is all about absolute control without any dissent, but the real question is who or what holds the reigns. The vast bulk of the society has no idea, and even worse does not even think to ask the question; this makes it very easy to corrupt.
There is almost certainly a malignant presence at the heart of the Qun, even if it didn't start that way. It would be trivial for, say, a powerfull demon, to insinuate itself at the centre of the society.

OTOH, we've never seen a qunari priest yet, and yet they get to make all the decisions on who goes into what career, and raise all the children.
One wonders how well they make out on the system, yes.

From what we know, how the Qun is set up makes that very hard. No one holds the reigns as far as we know. Qunari "leadership" (if you can call it that) is split between the Arishok, the Arigena, and the Ariqun all of whom control their own spheres of society and claim to work together as part of a greater whole.
Unless all three are possesed by demons (and then even three demons who actually work together instead of trying to powergrab for themselves) I don't see much potential for corruption

The world would be a better place if such leaders were allowed to lead. I was very sad when I had to kill the Arishok. He and I would have been the best of friends if his Qun allowed him such a relationship.
Maybe the reason the Arishok is so great is because the Qunari are aliens?
