я не могу попасть в локацию "Висельник (в Нижнем городе) для выполнения квеста "Деловая беседа",просто туда не пускает.Локация обозначается как будто закрытая...хотя при выполнении других квестов я был в этой локации (1 раз,если я не ошибаюсь)

While there's nothing about language in the rules of conduct (well, you're not supposed to have a potty mouth, but that's it), English is pretty much the default language here. I doubt you're going to get many replies in Russian.

As to your problem; my Russian is rusty but if I understand you correct you can't get to the location of a quest called "business talks"(?) in lowtown? Can you give more details? Is the quest marker pointing to a closed door, or what?
