I kept going to his mansion for his personal quest but he never had a quest arrow, to make matters worse i am dueling a certain horned friend. Have i missed something or does his personal quest not start until act three?

To get Fenris's act 2 personal quest, you need to put him in your party and travel to a location outside of Kirkwall with him. You'll get into an ambush which will trigger the quest. Hope this helps!
