I wonder if you can romance Merrill because ive played about 70% i think? or so (lvl13 atm) and i have her at full friendly for quite some time but i see no romance options in a while.. considering to drop the romance, No spoilers please just a simple Yes or no would do ( If i havent miss anything particular just did the quest Considering Words with her so you know where i are) Thanks.

Yes, you can romance her. Flirt whenever you have the option, and you shouldn't miss it.
