I played the game all the way through with the DLC Bring Down the Sky. I upgraded my OS from windows vista to windows 7. Earlier today I tried loading my saved game state and now I can't load my character and I recieve the following message:
"Selected save game could not be loaded. Downloadable content missing. Module(s) in question: Bring Down the Sky"
I did the typical troubleshooting uninstalled game then reinstalled game with DLC. Still same message.

When you run the launcher, click on Configure then the Game menu on the left.
Do you see both product keys listed?
I keep all my games an a seperate drive from the OS. When i installed Win7 I had to reinstall me as well. I renamed the ME directory in documents, and I renamed the original install and installed ME to the same drive. Followed that with the install of BDTS. This put all the necessary entries into the registry. I then removed the fresh installs from my game drive and from the documents folder and renamed the original installs back.
The config utility now shows the product keys for ME and BDTS and the game runs fine.

Thanks RGFrog for the response. I tried your suggestions but it didn't seem to work. I even went an extra step and deleted all references of mass effect in the registry and I still got the same error after reinstallation.
Now for the Good News! I finally figured it out. After running the DLC and noticing the mass effect game directory hadn't changed in disc space. I figured the DLC wasn't getting installed even though the installer said installation finished. So I moved the DLC executable into my mass effect directory after ran it there. After giving it my product key I noticed it started licensing and unpacking (This didn't happen before should have noticed this). After that all my saved games worked fine.
I just wish that the DLC installer would have given an error message "Installation Directory not found" instead of saying installtion finished..
