 So I've been trying to have a romance with Fenris but I think I failed because there's been too much waffling with the friend/rival points (although it's definitely skewed towards rival).  I did the (EDIT: A Bitter Pill) quest, there was some flirting, but we didn't hook up in the end.  Does that mean there is no chance of a romance in the other acts?  'Cause that kind of sucks.  Fenris doesn't give me a whole lot of opportunities, while I have to beat Anders off with a stick.

Fenris doesn't actually show genuine interest until Act 2. You can flirt pretty heavily with him in his starting Act 2 quest, and he'll be interested. It takes until the end of A Bitter Pill, his Act 2 personal quest, for things to really start happening there.

Keep it up! You don't hook up for quite a bit. Just keep pushing him along the rivalry path, try to get 50% before the end of Act 2.
